Ian Naylor, Legal Director

Ian Naylor is the legal director of UK Holding, responsible for Randstad UK's legal function and for UK public affairs. Ian sits on the REC EPC committee and has debated AWD since 2004. He is a member of the BIS working group on the AWR guidance notes. For the past two years he has been lobbying MPs and government departments on the issue of AWR. Ian shares his in depth knowledge with colleagues and clients and is a key member of an internal working group on AWR implementation with specific responsibility for legal advice.

Ian has contributed to Randstad's Shifting Sands report, which looks at the subject of AWR. He has delivered seminars on the topic of AWR and has met with clients to discuss their issues. He is regularly asked to speak to journalists about Randstad UK's public affairs issues.

Ian Savin, Acting Head of Financial Operations

Ian Savin has been working within the payroll and financial operations environment for 25 years, 8 of those with Randstad, covering all major legislation changes. Ian sits on the Randstad AWR project team, where his role is to identify the potential financial impact of the legislation and developing the “cost calculator” to give an idea of the impact.

Ian works in partnership with the AWR team and Randstad clients to analyse various options, to ensure everyone is in the best possible position to proceed with any required implementations.

Ian is also working with the IT and legal teams to ensure Randstad is ready to implement, be accountable for and fully compliant when the AWR come into force.

Jon Sheridan, Child Protection Officer

Jon Sheridan is a Fellow of the Chartered Institute of Personnel and Development and completed his MBA at Warwick in 2000.

He has more than 20 years' HR experience in local government. He was previously head of HR for Solihull LEA for 5 years. As well as advising all Solihull schools on headship appointments, he also carried out governor training on headship recruitment and selection.

After leaving local government he worked for a start up company and developed a head teacher recruitment service. The development of this service was the subject of his MBA dissertation.

Jon has worked for Randstad Education for 10 years. He undertakes consultancy work on behalf of schools and local authorities and advises clients on the implications of the Agency Workers' Regulations.

He is also a governor of a successful secondary school.

Joyce Billington, HR Business Partner

Joyce began her career as learning and development manager and subsequently HR manager in the retail industry. She then joined Randstad (formerly Securicor Recruitment Services) 12 years ago when she became HR manager for what is now Randstad Business Support. As the Contact Centre Solutions area of the business became a standalone operation Joyce took on this added responsibility and was later promoted.

When Randstad moved to a HR Business Partner model, Joyce changed business lines and became the HR Business partner for Randstad Inhouse Services.

In 2010, with the preparation and implementation of the Agency Workers Regulations (AWR) legislation needing to be embraced by Randstad, Joyce became project leader for an AWR action group with colleagues; the aim of the group is to support the implementation of the Regulations into the business.

Joyce is a chartered member of CIPD. In her spare time she is a gym fanatic having been an aerobic instructor in a previous life. She is married with two grown up children.

Stewart McCoy, Strategic Operations Manager

Stewart McCoy has worked in the education recruitment sector for the last 12 years, initially as a recruitment consultant, working his way up to the senior leadership team. Stewart has been involved in Randstad's group wide working party on the Agency Workers Regulations since mid-2010. He has also been involved more recently with the Department of Business, Innovation and Skills (BIS) in scoping the guidelines on AWR for supply teachers and schools. He has a great insight in to the intricacies of the regulations, and how they apply to the education sector.
